Competition among countries will increase in the coming year as major powers and regional aggressors exploit complex global trends while adjusting to new priorities in US foreign policy. The risk of interstate conflict, including among great powers, is higher than at any time since the end of the Cold War. The most immediate threats of regional interstate conflict in the next year come from North Korea and from Saudi- Iranian use of proxies in their rivalry. At the same time, the threat of state and nonstate use of weapons of mass destruction will continue to grow. Tension within many countries will rise, and the threat from Sunni violent extremist groups will evolve as they recoup after battlefield losses in the Middle East.

Drone warfare is the first book to engage fully with the political, legal, and ethical dimensions of UAVs. In it, political scientist Sarah Kreps and philosopher John Kaag discuss the extraordinary expansion of drone programs from the Cold War to the present day and their so-called 'effectiveness' in conflict zones. Analysing the political implications of drone technology for foreign and domestic policy as well as public opinion, the authors go on to examine the strategic position of the United States - by far the world's most prolific employer of drones - to argue that US military supremacy could be used to enshrine a new set of international agreements and treaties aimed at controlling the use of UAVs in the future.

The United States has repeatedly used drones to kill terrorists in Afghanistan, Iraq, Libya, Pakistan, Somalia, Syria, and Yemen in an effort to decrease terrorism and the vitality of terrorist groups. Targeted killing through the use of drones has become a foreign policy weapon to keep the United States safe from further terrorist attacks. However, it is suspected that these killings has actually led to an increase in terrorist group recruitment, terrorist attacks, and empathy for the terrorist group from the local population in addition to several other unwanted repercussions. The two part research question this book attempts to answer is, "What is the effect of drone targeted killing on Afghanistan, Iraq, Libya, Pakistan, Somalia, Syria, and Yemen? And is it a successful method in the War on Terror?"

The team explored four technology areas where nongovernmental SIGINT is flourishing: maritime domain awareness; radio frequency (RF) spectrum mapping; eavesdropping, jamming, and hijacking of satellite systems; and cyber surveillance. They then identified areas where further research and debate are needed to create legal, regulatory, policy, process, and human capital solutions to the challenges these new capabilities provide to government.

This monograph argues that U.S. policymakers should maneuver with more dexterity through the Iranian-Saudi rivalry, avoid entanglements in the Sunni-Shia sectarian conflict, and keep their eye on long-term U.S. interests, which involve bringing about stability in the region.
